The state project “Хочу к своим” is a public list of persons convicted of treason and collaboration who wish to go to Russia if Ukrainians return from Russian captivity.
The project is being implemented by the Coordination Headquarters for the Treatment of Prisoners of War with the support of the Defence Intelligence of Ukraine, the Security Service of Ukraine and the Ukrainian Parliament Commissioner for Human Rights.
The project is aimed at achieving the following goals:
- Publicizing information about persons brought to criminal responsibility who collaborated or assisted the Russian authorities in the war against Ukraine. This process is carried out in accordance with the basic principles of information relations within the framework of the state information policy;
- To enable citizens of Ukraine who are still cooperating with the enemy to stop such activities under certain conditions by using a special form on the project website;
- To enable Ukrainian citizens who have information about the activities of enemy agents to share it with the project, also using a special form on the website;
- To help Ukrainian citizens who do not wish to live in Ukraine but wish to live in Russia to fulfill their desire. In this case, the processing of applications submitted through a special form on the project website is coordinated by representatives of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights.
To achieve these goals, the following mechanisms are provided:
- The project's website publishes information about Ukrainian citizens convicted of treason and collaboration and who have expressed a desire to go to Russia if Ukrainians return from Russian captivity. At the same time, the Coordination Headquarters for the Treatment of Prisoners of War, in cooperation with the Defence Intelligence of Ukraine, the Security Service of Ukraine and the Secretariat of the Ukrainian Parliament Commissioner for Human Rights, is conducting a joint information campaign to demonstrate to Ukrainian society the consequences of cooperation with the enemy;
- The information campaign will help Ukrainians who are still cooperating with the enemy learn about the possibility of stopping such activities by using a special form on the project website;
- The same applies to citizens who have information about the activities of enemy agents and are willing to share it, as well as citizens who do not want to live in Ukraine but express a desire to live in Russia.
The mechanism of departure to Russia for Ukrainian citizens convicted of high treason and collaboration is as follows:
- A citizen of Ukraine convicted of treason or collaboration writes an application to the Coordination Headquarters for the Treatment of Prisoners of War, in which he or she clearly and unequivocally expresses a desire to leave for Russia, provided that Ukrainians are returned from Russian captivity.
- Based on the application of such a person, the Coordination Headquarters decides on his or her departure to the Russian Federation, provided that Ukrainians return from Russian captivity. At the request of the prosecutor, the Ukrainian court decides on the release of such a person from serving his or her sentence on the basis of Article 84-1 of the Criminal Code of Ukraine. If the court releases such a person from serving his or her sentence, he or she is transferred under the supervision of law enforcement agencies to a designated location on the Ukrainian-Russian border. After that, subject to the simultaneous return of Ukrainians by the Russian authorities, he/she is free to leave for Russia.
- If such a person's departure to the Russian Federation did not take place due to the failure of the Russian side to take similar measures, the court, at the request of the prosecutor, decides to send him/her to serve the previously imposed sentence. After that, the person returns to the place of serving his/her sentence under the supervision of the same law enforcement agencies.
